How to apply for ACCB — Surrey families step-by-step

The BC Affordable Child Care Benefit is the single largest fee reduction available to most Surrey families. The application is not complicated, but it has moving parts that confuse first-time parents. Here is what to do, in order.

This guide is general orientation, not official advice. Eligibility rules, income thresholds, and benefit amounts change from time to time. Always confirm current details on the BC government's My Family Services portal before submitting your application.

What ACCB actually is

ACCB (Affordable Child Care Benefit) is a BC provincial monthly subsidy that helps eligible families pay for licensed child care. When a centre is registered to receive ACCB on your behalf (we are), the benefit is paid directly to the centre and applied as a discount on your monthly statement. You continue to pay any difference between the daycare's monthly fee and what ACCB covers.

This is different from CCFRI (Child Care Fee Reduction Initiative), which is automatic and does not require an application. ACCB requires you to apply; CCFRI does not. Most families who qualify for ACCB benefit from both programs at the same time — they stack.

Who is eligible

Generally speaking, eligibility is based on:

  • Household income (lower income = larger benefit)
  • Family size (number of dependent children)
  • Reason for needing care (most working / studying / job-searching parents qualify)
  • Care being provided by a licensed BC provider

The province publishes specific income thresholds and benefit amounts. We do not list dollar figures here because they change — but as a rough orientation, many working-class and middle-income Surrey families with one or two young children qualify for at least a partial benefit. It is worth applying even if you are unsure.

Step 1 — Gather your documents

Before you start the application, have these on hand:

  • Most recent CRA Notice of Assessment for both parents (last tax year)
  • BC Services Card / BCID — needed to log into the portal
  • Child's birth certificate or other proof of birth
  • Proof of working / studying / job search — pay stub, school enrollment letter, EI claim, or work search history
  • Daycare provider information — facility licence number, address, contact (we provide this — see step 3)

Step 2 — Set up a BCeID and log into My Family Services

You apply at my.gov.bc.ca using a Basic BCeID account. If you already have a Basic BCeID for other government services (BC Hydro, ICBC's online services, BC Vital Statistics), you can use the same credentials. Otherwise, register for a Basic BCeID first — this takes about 10 minutes.

Tip: if you have a BC Services Card with photo, you can also log in using that — it is slightly faster than BCeID and uses the BC Services Card mobile app.

Step 3 — Get the daycare information from us

When you complete enrollment paperwork with us at Pixel Wonderland Academy, we provide the facility-side information you need to complete the ACCB application:

  • Our facility licence information (we provide this directly to enrolling families)
  • Facility name, address, and contact details
  • Your child's enrollment start date and program type (Infant/Toddler or Preschool)
  • Monthly tuition figure that ACCB will be applied against

We also help by completing the provider portion of the Child Care Arrangement Form (CF2798) — the form that links your application to our facility in the government's records. You complete the parent portion; we complete the provider portion. The form is part of the application package and lives on the My Family Services portal.

Step 4 — Submit and wait

Once submitted, processing typically takes 4–8 weeks but can be longer in peak enrollment periods (late August through October). The province sends a confirmation email and, if approved, the benefit amount and effective date. Approval is usually retroactive to the application date or your child's first day of care, whichever is later — so apply early.

During the waiting period, you continue to pay the regular monthly tuition. Once approved, the benefit is applied to future months, and any retroactive amount is either refunded or credited against your next invoice.

Step 5 — Annual renewal

ACCB benefits are not permanent — they renew annually based on your most recent CRA assessment. Around the anniversary of your application, the province reviews your income for the prior tax year. If your income changed significantly, your benefit amount changes too.

Watch your email and the My Family Services portal for renewal prompts. Missing a renewal can mean a gap in coverage, which means a temporarily higher invoice from us.

Common mistakes Surrey parents make

  • Waiting until daycare starts to apply. The application takes 4–8 weeks. Apply during enrollment, not after first day.
  • Using an outdated income figure. Always use the most recent CRA Notice of Assessment, not last year's pay stubs.
  • Forgetting to update on income changes. If your income drops mid-year, you can request a reassessment for a higher benefit.
  • Confusing ACCB with $10/day. They are different programs. $10/day is operator-side and only at participating sites; ACCB is family-side and works at almost any licensed BC centre. Pixel Wonderland Academy participates in ACCB and CCFRI; we do not currently participate in $10/day.
  • Not asking the centre for help. Most licensed BC centres have done this dozens of times. Ask. We will not charge for help with paperwork.

What if I am not eligible?

You may still benefit from CCFRI alone, which is automatic for families enrolled at a CCFRI-registered centre (we are registered) — it appears as a line-item discount on your monthly statement, no application needed.

You can also explore federal options like the Canada Child Benefit (CCB), which is not daycare-specific but reduces overall family expenses. Speak with a tax professional or a Service Canada advisor for the federal piece.
